The New Chapel Road Link Road project commenced in February 2020, connecting the northern part of Delgany village at Melwood to the southern side of Greystones at Beechbrook Park which is an overall length of 0.7Km. This link road serves as both access to the new Eastmount residential development and a bypass for the local St. Laurence National School, which now occupies the section of the old Chapel Road.

Due to the proximity of the school and the existing Dromont estate, it was essential to maintain access to the Dromont estate throughout the project. Meticulous planning by M&N Civil Engineering Ltd. was crucial to secure approvals for construction. M&N Civil Engineering Ltd.  engaged with the and various stakeholders, including Wicklow County Council, Transport Infrastructure Ireland (TII), Utility Providers, St. Laurence National School, local residents, and the Garda Síochána.

CHM Group was commissioned to design a comprehensive traffic management plan. This plan included restricted working hours from 10 am to 4 pm in specific areas, as well as standard working hours in others. A detailed traffic management plan was developed submitted and agreed by all parties. The Road Opening License was obtained in January 2020, and construction commenced in February 2020.

The initial phase involved constructing an 80-meter long 4.8m wide temporary road, providing access to Dromont from the existing Chapel Road. This enabled the closure of the north-end access to Dromont estate from Chapel Road.

The Project encompassed the construction of a permanent road network, meeting TII Road specifications (3,800m2). This included a 6-meter-wide main carriageway 700m long, 700m of public footpaths on both sides, a 700-meter-long on-road and off-road cycle lane, 1Km of slip form kerbing, temporary access tracks, site clearance (including topsoil strip), earthworks (2,000m3), and the installation of 350m of stormwater sewer infrastructure, ranging from 150mm to 450mm in diameter, up to 3.5 meters deep.

The foul sewer works consisted of 225mm diameter pipes, including manholes and spurs for existing residents and future development along the sewer line. The sewer line was extended from the south side of the new link road to the connection point at Beechbrook over a length of 420metres.

The project posed several challenges including ground conditions, pipeline excavation with maximum reached depths of up to 5.5 meters, with the use of 7-meter-long double-stacked trench boxes to ensure safety and efficiency.

Additionally, 230 meters of 150mm watermain was also installed and was constructed to Irish Water standards.

The project encompassed the installation of all utilities, including ESB and substation, Virgin, Eir, and ducting for Wicklow County Council. This was followed by hard landscaping, which included tactile paving for pedestrian crossings, slip form kerbing, bollards, Belisha beacon pedestrian lights, pavement macadam and line markings.
